Server load in 7 Days to Die is not constant. A server that runs comfortably on ordinary days has to simulate hundreds of zombies at once during the blood moon on day seven. Size your plan for normal play and it stutters at exactly the worst moment. Capacity should be chosen for the horde night.
Second, the world is fully destructible. Every block is tracked, and as players dig, build and blow things up the world data grows. On a months-old server both the save file and memory use sit far above week one.
